Reported to CalTrans District 8 office this morning (12/8/11) who said they would send someone out to clean it up.

Update: CalTrans called back to say that they relinquished this section of HWY to Riverside County in 2008. Riverside County Roads was notified and said they would dispatch a crew to clean it up.

Riverside County Roads called this morning to explain that they had been collecting trash in the area, and the way they do it is to make small piles of trash that they later come along and pick up.
I was in the area on Friday 12/9 and did not see any evidence of dumping at HWY 11 and 4th street.
