Harmful dust and cement discharged from plant into homes

Description
Residents located on 1st Street are complaining that there homes are affected by dust and silica sand from Desert Redi Mix 50-305 Hwy 111 Coachella, CA 92236. The company states their sweeper is not working so they cannot keep the dust down. The trucks park in residential areas and block the view of oncoming traffic. Residents states they are having breathing problems related to the PM from the cement processing plant.

Reported the situation to AQMD via their on-line complaint system this morning. Their system has assigned this Complaint# 243007.

South Coast AQMD performed an inspection of the Redi-Mix facility in Coachella in Tuesday 8/13/14 and did not observe any dust blowing from the site. They did report that they observed at least one sweeper in operation, and stated that this facility does not use "silica sand" but instead uses regular "cement sand".
If a future wind event causes dust to come from this site, a video would be very useful to AQMD and can be uploaded to IVAN along with the report.
